Photographs show movement size and condition, it is not working, wound it slightly to test (winds at 3 O Clock) and the balance is good swinging freely, it will move the pallet but the escape wheel tries to rotate but is stuck. Quite dirty and will need cleaning, nice quality piece for restoration or study.
